I think this was actually addressed on the show when either Woody or Sam visited. The upshot was that Frasier put on a bit of a front at Cheers in order to "blend in" with the other guys (he even said he really didn't like beer that much and that's all he drank at Cheers). When he got back to his hometown (and around Niles), he fell back into how he really is.
