IMO the commish should set his lineup. Someone always seems to do this at some point. Money leagues should be no free wins. His lineup was set every week until now. I don't think it should change.

That is why you have a penalty for that, that if you don't set your line up X amount of times you are out of league. Even that doesn't really change much as someone will join another. In a league where you don't actually know the people there is no real way to regulate it honestly.
