It's not ridiculous at all, it's the law.
Receivers and pistols can not be purchased across state lines. Only long guns and even then there are some exceptions.
Just order one online and ship it a ffl in his home state or ask that shop to transfer it to his ffl.
Don't go cry if they say no, they still have the right to serve whoever they want to, this one receiver will not pay their mortgage for the rest of their life if it's done illegally.
