Is there a VHF channel to monitor just to listen in? Like a channel 19 on the CB?
Yeah like capt said channel 16 is a hailing channel and the one Coast Guard will monitor. Hang out screwing around on there too much and they get pissed. All the bridges stand by on 13. You wouldn't believe how many assholes pull up to the pontoon bridge just down from my office and are blowing air horns and shite because they don't have a vhf in their 20' pleasure boat.

From my experiences while working as a radio tech in the USMC it sounds like bad coax cable or your connections are bad on your mic. Try cleaning them and or replacing the cables. Your ant. wiring may be going out or shorting somewhere. Hope that helps and fixes the issue
