I also recognize that there is a fine line between over-admining and under-admining.

I guess you're right.
I just think that its hard to under admin on the recruiting board when its clear what is NOT supposed to be on there, like:
1. Typical forum flaming
2. Calling out recruits
3. Spamming/IM'ing
The 2 and 3 issues are really what is killing the board right now.
