What I meant was that just being elusive but lacking in other skills such as catching and breaking tackles will limit a player. Elusiveness is a luxury type of skill, not a basic skill that you need to succeed at the top levels of football.
On the other end, a guy like M. Colston with the Saints isn't very elusive at all but the guy is a very good wr because he mastered the basics for the position like catching, route running, etc.
