I addressed this in the second post, but I suppose it's worth repeating - 2011 was the last year before the Music Board was implemented. In fact, it was confirmed to be in the works in the first half of 2011.
However, the amount of requests for a Tech Board (2010-now, approximately 3.5 years) surpasses the amount of requests for a Music Board between 2008 and the first half of 2011 (approximately 3.5 years).

Did you see how I arrived at that conclusion?
2008 -2011 (first half) - ~3.5 years at the time the Music Board was confirmed.
2010 - present - ~3.5 years.
