It depends on how US Soccer handles it.

If I were running US Soccer's ticketing, I'd bounce the public lottery list (you had to apply) off the USSSC and AO membership lists and "randomly assign" tickets to those people (and people within two hours drive of Columbus) first.

Are opponents (and scalpers) registered as members of one (or both) organizations? Sure, but not in greater percentages than the general public.

The other thing I'd do if I were in charge of US ticketing: priority points. USSSC already gives us membership cards. Provide a kiosk to scan them at the venue (g'bye scalpers!). Provide AO and other supporters groups a similar method. Give so many points annually for "years as a member." Assign points based on games attended (a mileage multiplier based on distance from home... i.e. Harry Pitts gets more points going to Seattle than Houston.) Assign a games attended multiplier. Double points for two games in a calendar year, triple points for three games in a year, etc. This would also help to drive attendance to the shite friendlies, and could drive attendance at things like U-23 and U-20 tournaments.

When a high demand game comes out, rank the list based on points, either presale based on rank, or do the application method and assign tickets from the ranked list. Scalpers are shite on, as they aren't actually attending games. Mexico Juan that buys membership just so he can buy tickets for the Mexico game is literally the last guy on the list.
