I'm still confused how this happens with supposed slotting?

The team's pool is determined by the slot value of their picks in the top 10 rounds. Everyone after round 10 has a value of 100k. This amount isn't included in the pool, but if someone signs for more than 100 then the excess counts against the pool. They have to sign the picks in the top 10 rounds to retain the value in their pool. They can't just let them go unsigned and roll all the money into a handful of players.

Boston signed their 8th, 9th, and 10th round picks for $10,000 each...so they saved money there. They saved some money on their #1 pick and a few others.

They took two players more highly regarded than Longhi outside the top 10 rounds after they dropped due to injury and signability. Those two turned the offer down, so then they offered the "savings" to Longhi. His excess bonus amount over 100k will count against their pool, but they have room for it.

Thanks for the explanation, but now I have another question. Who the frick signs for 10k a year if they are picked in the top 10 rounds.
