Cousins is number 1 on that team in management's eyes. They also have Fredette, Mclemore, thorton, and thomas in the backcourt as is which gives a lot of reason to believe they will not match this lucrative offer.

Teams have no determination on how low or high their QO is to a player on a rookie contract.

A QO is an increase in percentage in the players applicable Rookie Salary Scale.

For instance, Vasquez's QO will be just over $3.2 million next off season. The Pelicans can't make him a QO of $2 mill and have RFA rights to him.
