FS One is definitely trying to compete. ESPN is just so entrenched and has the rights to so much shite it's going to be tough no matter how much on air talent they assemble
True. But Fox Sports does have a pretty good foothold in sports programming.
MLB: Saturday games, All-star game, playoffs
NFL: Regional Sunday's and I'm sure they'll attempt to land a contract for a national weekly game. Rumor has it the NFL is looking to sell rights to half of the Thursday night games. Bidding war with NBC?
College football: They've got tie ins with the big 12, big 10 and PAC 12...plus big 10 and PAC championships games. I think CUSA is also affiliated with Fox Sports. It may not be SEC but they do have TV tie ins with major conferences.
Soccer: Not my cup of tea but they're somewhat exclusive when it comes to soccer programming.

Don't forget Fox has the UFC as well.
FS1 will be the first channel to legitimately compete with ESPN.

Not really.
NBC just bought the rights to the English Premier League.
BeIN Sports holds the right to Italian Serie A and Spanish La Liga (Barcelona - Messi/Neymar, Real Madrid - Ronaldo).
ESPN still holds the rights to most international tournaments.
Fox still holds the rights to the UEFA Champions League.
