I actually think the sex in the book is MORE graphic than the show. There were a couple times when I was like "damn that's pretty dirty"

Books are not appropriate for a 12yr old... with that said HBO was pretty much "in your face" with some sex scenes and the book was way more subtle of Renly's homosexuality than the HBO series.

Yeah the scene in season two in which Margaery is watching Renly and Loras go at it was completely fabricated for the TV series.

I think she could easily read it when she's 17ish, but I wouldn't let a 12 year old read it. I'm 22 and find some of the scenes in the show to be more explicit than the books.
I would say she could probably do Hunger Games for now and Lord of the Rings. I don't think a 12 year old should read ASOIAF though. Wait a couple years and let her read them when she's mature enough. Lots of sex scenes and violence.

Most 13 year olds would find that series pretty heavy reading, regardless of the content.
