Here is my personal criteria for a truck gun:
1. Powerful enough to shoot through my door and into a person standing on the other side.
2. Not so powerful that it will go through 3 cars
3. Not so powerful that it will stun me if I fire it from inside my vehicle with the windows up.
I might shy away from a 9mm Deringer based upon #3 above. I suspect that such a short barrel could really ring your bell if fired inside your cab.

Considering your cost issues, I'd go with one of the following:
Any .38 revolver (no snubbies)
Bersa 9mm autoloader (any barrel length)
Bersa 380 autoloader (at least 3.25" barrel length to get adequate performance)
Hi-Point .45 or 9mm autoloader that is proven to be reliable (gonna have to put some rounds through it first)
