The best way to get square with the state of Louisiana is to try and buy some tax credits for the tax year(s) you outsanding liabilities. The credits usually cost about $.85 for $1.00 of tax credit. You will have to contact brokers to find credits for the year(s) at issue.
You can use the Louisiana revocation of your drivers license to your advantage. Since you have lost the ability to earn income you should qualify for an offer in compromise with the IRS on the basis of doubt as to the ability to pay the liability. Consult with a CPA experienced in OICs or a tax attorney to learn more about this option. You'd want to file this while your DL is revoked, and before you get square with Louisiana.
