For target shooting you won't get a more accurate out the box rifle than a used tikka. The out the box accuracy is nothing short of incredible for a rifle that retails for about $650. They can be found used rather easily, or at least they used to. I've shot somewhere around a dozen different tikka T3's and EVERY SINGLE ONE shot 1" or better groups at 100 yards. 3 of them were 1/2" or better guns. The thing that the tikka lacks for a target gun is weight. The T3 is extremely light and it has recoil like you would expect from something that light. They're not fun to shoot in big calibers.
If you just want a fun gun the mosin is definitely not a bad choice, but as a general rule semi auto's are much more fun to shoot than hard kicking bolt actions unless you wanna do the long range thing.
