The embassy had been attacked twice in the same year before 9/11.

I believe the Regional Diplomatic Security Officer was fired. I can't imagine with all the military assets in the region he was responsible for all that. It's a fact, this consulate had been attacked on several occasions and was a known target. Obviously, the RDSO deserved to be relieved of his duty, but that's not really the story.

Strategically, the US waged a stealth invasion with its allies. By stealth, I mean not a heavy force on the ground. This low visibility strategy continued after the government fell and the new government took over. Stevens was responsible for finding and destroying all the "Man Pads" (10,000's that could effect commercial flight for decades) in Libya. It was basically a small unit CIA task force he worked with in Libya. The normal marine and diplomatic security forces were not present in Libya and Stevens even wrote about being targeted and the Brits eventually abandoned their embassy.

What happened in Libya is a disgrace and we should have been prepared for any hostile engagement on Ambassador Stevens.
