I'm really interested in how the three characters come into play. Is it where you can switch whenever you want? Or is there certain set missions where you're each one individually.

It looks like there will be missions that involve all three and missions that are for character only. In between those missions you can dick off as any one of the three.

while all 3 are in a mission, you can switch back and forth between people. The guy said in one of the articles that one dude shot a rocket launcher and switched it to another character and it exploded rite next to him.
