He's completely bungled the wording. He's not providing 2 options. If he's wrong, then it is an acceptable way to speak.
Or implies 2 options. He essentially leaves us with one. All the while, complaining about Mathieu's language.

Public speaking isn't exactly easy. I watched people butcher speeches in front of 25 person classes
