From an article about the penalty.

However, the issue with Woods remaining in the tournament, as opposed to being disqualified, was because of the interviews he gave to the media following his second round on Friday evening.

This was Woods' response to a question about getting the bad break on No. 15 and trying to recover:

"Well, I went down to the drop area, that wasn't going to be a good spot, because obviously it's into the grain, it's really grainy there. And it was a little bit wet. So it was muddy and not a good spot to drop.

So I went back to where I played it from, but I went two yards further back and I took, tried to take two yards off the shot of what I felt I hit.

And that should land me short of the flag and not have it either hit the flag or skip over the back. I felt that that was going to be the right decision to take off four right there. And I did. It worked out perfectly."

By his own admission, Woods violated the "as near as possible" portion of dropping at the original spot where the ball was hit. With knowledge of the violation of the rule, Woods could have been disqualified for signing an incorrect scorecard.

Instead, he was not.

However...

Augusta National added the two-shot penalty to his score, meaning he had a 73 instead of a 71 and now is five shots out of the lead. Officials said he was allowed to stay in the tournament under a new rule that keeps players from being disqualified based on television evidence.
