only 3 things it can be
1- tip of needle gets misshapen from sitting on seat
and needs to be replaced or buffed with match like mo said or
2- the seat is removable and the oring around it is bad.. this is usually the prob on hondas and yamahas.
3- sometime the spring on the needle is week and will let gas push by.
the spring should be strong enough to hold the float up when you turn carb upside down..
put a drop of oil on the seat before you put back together and a needle will never stick again
if you need more info post back here and I will check this afternoon and give you my ph number..
