I would bet the US DOD does their research on what weapons best fit their needs, and the snipers do have a little input on their equipment. Not sure how SWAT snipers get their equipment, but I've never seen one with a brand other than Remington.

And the DOD has such a stellar record in weapons development...

Do they get to select their brand, model, and specs without any limitations?

Look, I'm not saying it's a bad gun, but those older ones should be treated with extra caution because this flaw did exist. It's stupid to bury your head in the sand and act like it's not a problem. Can its effects be mitigated? Yes, but to ignore it is asking for trouble.
