I have a PayPal card that I use for drinking and eating out and vacations. When it hits $0.00 it is useless/
I can use my ATM card till it goes to 0 but I think it would incur an overdraft. I know Credit Cards allow you to go over, that was college for me.

Yea I learned about bank fees while in college too. Thank god that was so long ago
PayPal isnt the bank for that card which is the reason that works differently. They set it up like a debit for paypal but there is no relationship directly between you and Bankcorp. So if you dont set it up to have something to back it up then 0 is the strict limit. Its setup as a reloadable debit card. Not really the same as a standard debit card. You can also tell your bank that you want a 0 limit if you are scared of incurring fees.
