Yes, you can. you can go to a place like that and see if the have a smaller piece, or a few pieces of scrap. Or go to lowes/HD and see if the have some that are at least 3/8". Just use a jig saw or angle grinder to cut them and a step bit to drill the holes.
But by the looks of it, are you sure you can't just bolt the boat buckles somewhere direct to the Ibeam? maybe on top?

Welding it would take maybe an hour start to finish, and looks a lot nicer in the end. Wouldn't be expensive at all either
