Well it took 3 tries but finally a viable answer. Thanks. He has a good pitching coach. We use long-toss for strengthing the arm. I just do not want to over do it.

3x per week is good enough. It will help him tremendously with his arm strength. I would probably on do it 3x per week that he hasn't pitched though. Shouldn't over do it, the arm needs rest.

3x a week max, don't do it two days in a row. Make sure he stretches a lot before and after. Don't ever use weighted balls to strengthen his arm, wreaks havoc on the shoulder and elbow.
