Yes and no. Construction started (November 1989) before Atlanta won the bid (September 1990). It was part of the bid proposal though.

They sold out the 06 season, before a game was played. No one knew if they would be a good team. The season before that they were 3-13, and playing every game including home games on the road because of Katrina, but it still sold out for the following year. Even when the Saints had shitty teams, and we've had plenty, people still went to games.

What's your point? That the Falcons are "only" consistently filling 95% of the seats in the Dome? (98.4% in 2012?)
I'm not arguing against the fact that the Saints have had a better attendance record for the past 7 seasons.
Using your logic and numbers, the Saints were the Super Bowl Champs in 2009 but "only" could fill 96.1% of the Superdome, or 2006 making it to the NFCCG and "only" filling 94.3% of the seats. It's semantics, and both teams have been fairly consistent in attendance for most of the past decade.
