I assume that since tulane is a private university, TOPS is not applicable? And what did Katrina have to do with shutting down the university college? Was it the loss in the number of students itself, faculty, etc?

tops will pay for qualified LA the an average of LA public college tuition if you go to a private u.... which at tulane aint much.
