The only test I can think of that won't require building some kind of casting machine, is a maximum distance test without adjusting the reel and not backlashing. Then take the reel off and put it on the other rod and get its max distance.
Any other ideas?

I was wondering about about the difference in sensitivity, but not sure how to test for that.
