Unfortunately for BP they did employ that contracted rig. That means ultimately, they are captain of the ship (responsibility). If they are going to contract out, they better damn have some measures in place to audit the condition of rigs. Otherwise, they are in my book, forever at ulmitate fault.

They paid for that rig for certain reasons (location, profitablity, management, etc..) One of those reasons had to have been rig care and maintenance. Obviously, profitability and costs were higher on the priority list than said others.
