As I mentioned earlier if you have 12 or more teams, you can't play every one, so having a 1 game playoff to get a conference champ is an option. With 10 teams, you could as the Big 12 does play every one, so it is not necessary.

It is not the government that passed a law making this requirement, the NCAA which is made up of the member schools and conferences made the rule. They can change it if they like, but they can also keep it.

I already agreed with this and understand the concept, but am still unsure why it matters if a team plays another team more than once a season. Seems like most every other sport you'll play the same team multiple times.
I know this isn't the government, nor do I think this is a big deal whether they end up being allowed or not, but I personally don't see why it should matter if they decide to play a CCG.
