Isn't Willis Landon Collins cousin? If so, does Bama have an inside track to both of these guys [if Willis and Noil are good friends]?

No, they are brothers. Same mom, different dads.
ETA: Willis is not going to bama...he has stated this. He doesn't like the place.

Willis is Collins' brother, yeah same mom. And know, she didn't want her son at Bama but we know about the whole GF/job thing, but she wants Willis at LSU. Plus he has the benefit of knowing about Saban recruiting style, IE, all the lies and swarminess he brings, he gets you in before you realize what happens. Even Willis's mom has talked about Saban and his shite. Kids am LSU lock book it.
