It's definitely pretty creepy. It's basically presented in "found footage" fashion...literally...as in they (cops) raid a house in NY one day and find hundreds and hundreds of tapes that some dude recorded. Some of the tapes are of him visiting potential victims (ranging from children to adults), some of him torturing them, and some of him murdering them. And he kinda toys with police here and there too. So the whole thing is basically home video footage of a serial killer who is actually really good at what he does.
The tapes are definitely creepy, especially when he visits children and manipulates them and whatnot. It's one of the better "this is real" movies I've seen, as most of the found footage-type movies at some point seem fake. This one is presented as completely true (even though it's completely fictional), and does an excellent job of selling that. Even the torture and murders look real.
Only thing about this one is that it's not on DVD (and I assume not NF, though I have no idea). I watched it on youtube a year or two ago, but IIRC it got taken down at some point. So watching it may not be terribly easy...I'd just google "watch poughkeepsie tapes online" and start from there. shite like projectfreetv, 1channel, or ovguide may have it.
