It was certainly a clear cut own goal. Whether or not Cisse's offside action should have been allowed or not I don't know.

Obviously I'm late on this, but I just wanted to agree that it was a clear own goal. Cisse has to be deemed active in the play for an offsides call and as Evans intervened before the ball could reach him, he was not. Correct call.
