1" does make a big difference on a kid but if he's 11 and a bit tall for his age, you should be able to go with a full size rifle in 7mm-08 and the extra weight will help with the recoil.

If Weatherby made the vanguard in 7mm 08 they would have sold a rifle yesterday. I also held the marlin and the action felt like a mossberg. Not saying a bad gun the action just felt loose and cluncky.
