1) Promote safety
2) Maintain the flow of the game

Youth rugby is one of the fastest growing sports out there, and with the sevens version of the game being in the 2016 Olympics, it can blow up.

Fastest growing doesn't mean it will continue on its linear path.

I just don't see sports where you do THIS is going to blow up in inner city schools. Not saying that football doesn't have similar moments, but it lasts less time and football is more about hitting than grappling.

I do hope I'm wrong and it blows up. Rugby would be a fantastic sub for football.
