Murder Gary Bettman and return hockey.
But actual rule changes for each sport...
FOOTBALL
Allow defensive backs to make contact before the ball is thrown again. Go back to 1970s rules in the passing game, essentially.
BASKETBALL
Widen and lengthen the court. Owners will howl from lost ticket sales, but the players are so much bigger and there is no space. Make the court bigger to allow for more creativity on the court.
SOCCER
Eliminate offside when the ball is with 20 yards of the goal. Force defenders to actually play defense instead of just stepping forward. It's exploiting a hole in the rulebook, and it rewards not playing soccer.

Any reliever that comes in to the game must face at least two batters before he can be removed, unless he is injured.
HOCKEY
Actually enforce interference. The neutral zone trap is illegal. As that's not really a rule change, I'd also add no touch icing.

Too easy to be exploited. If you pull the pitcher for any reason before the two faced batters the next batter automatically is walked

I like this, but make it 18 yards and extend the line at the top of the box across the entire field.
-I would disbanded the MLB.
-End the NHL lockout and ban Bettman from anything relating to hockey.
-Professional athletes can compete in the Olympics with no age restrictions.
-Qatar and Russia lose the right to host the World Cup. One will be given to the USA, the other to England. I would allow England to co-host with Wales, Ireland, and Scotland.
-MLS will convert to the international schedule. if that means they can't play in Canada in the winter, then so be it.
-I would put 2 MLS teams in the southeast. Possible locations: Atlanta, Nashville, New Orleans, Birmingham, Charlotte, and Raleigh.
-Create a farm system similar to MLB or NHL for the NFL.
-No more one and dones in CBB. Either enter out of high school, or stay in college for 3 years.
