That's the thing... There are plenty of smaller colleges, with second rate programs who always aspire to rivalry with the Big School. They develop oversize expectations, peculiar, attention- grabbing "traditions" and go out to tilt at windmills. Inevitably, they fail and embarrass themselves ( and their state) in the process. Sometimes they cheat to try to get to the next level. Tulane and Clemson are good examples.
