That's correct. Bane was nothing more than a weapon, like Scarecrow was for Ras in BB. Like Vader was for Palpatine. It COULD be argued, originally, that Vader was the main antagonist. However, once the Emperor was shown on screen giving orders to Vader, specifically in ROTJ, he became the main antagonist in ROTJ.

From the second half of ESB to the end of ROTJ Vader isn't really the antagonist. He is more of an anti-hero with his own motivation: to sway Luke to help him kill the Emperor. When the audience hears "JOIN ME and WE can rule the galaxy" Vader is more of his own character.
