Undoubtedly they're on the top of anyone else's list except the Cotton Bowl; I think the Cotton Bowl would rather Texas/TAMU but otherwise OU is the best of what's available in the Big XII bowl-wise. So OU should go to the Alamo Bowl, which would pit them against a non-BCS-bowl-bound Pac-12 team (my guess would be UCLA or Oregon State, more likely OSU).

ETA: I'm not sure that Manziel overrides everything else, either. Cap One picks before Cotton, and could certainly rain on the parade by taking TAMU first, in which case the OP's scenario would play out (Oklahoma would be preferable over Texas in any scenario not involving TAMU) with LSU/OU in the Cotton Bowl. I'm just thinking that Cap One picks LSU first - no particular reason, just an intuitive feeling, so feel free to dismiss if you've got a more compelling reason to do so
