Nope. Everyone is acting like the play not being reviewable is harsh, not the 15 yards.

But you have to factor in how easy a penalty is to avoid when considering the harshness. Also, people are completely overestimating the "penalty" of 15 yards on a kickoff. It will probably be a touchback either way. So there would basically be no penalty if you allow it to be reviewed.
