every member of the Big12 has signed its media rights away to the conference for the next 13 years. It takes a vote of, currently, 8 out of 10 members to dissolve the Big12 (rule is at least 70%). That's the only way (that I know of, I could be wrong) to get the media rights back.
Or the schools could just back out of the agreement, join another conference, and then negotiate the penalties

I suppose media rights might be repurchased - I'm not sure. But it's not the same as an exit penalty. There are legal limits on exit fees - repurchasing media rights at their full value could be hundreds of millions of dollars. What conference is going to want to deal with a new member that does not own its own media rights and the cost to get them back is astronomical.
I could be wrong - I'll admit that. We need to call down the TD media rights attorneys to get this question answered.
