so how is it determined where the top four teams play and where the championship game will be?

Short of some unimaginable turn of events how would the SEC champion not be in the top four?

What is the point of matching up conferences again within this new system when the systemis designed to get the top four teams into a play off?

The playoff games will rotate between the 4 current BCS bowls (Sugar, Rose, Fiesta, Orange) and two additional ones -- Cotton and Chick-Fil-A. The championship game will be up for bid, so it could be anywhere. I do think that they are confining the first championship game to one of the 6 bowls used for playoffs though.
