Disney has greenlit every single one of their Avengers-related films without a script in place and that hasn't hurt them at all. Seriously a great script writer can start from scratch and have a movie written from the rough draft to the final copy in 7-8 weeks if they focused on it. Obviously some changes might need to be made once filming starts, but outside of small changes in dialogue or whatever, the script won't take that long to get down pat.
