Zeiss makes outstanding equipment, but, for the money, I'd choose the Leupold. I have a Leupold VX-1 and a Vortex Diamondback, both in 3x9x40 and am well pleased with both. I rarely ever take a shot over 100 yds. though, so it sounds like you'd want something a little more powerful. Whatever you decide, don't be afraid to spend a little more for a better scope and mounts. They're well worth it.
As to the rifles you described, either should be accurate and reliable. It's just a matter of what feels most comfortable to you.
Just don't let the salesman talk you into a Remington 770. They're pathetic.
