The new CBA correct, but the offense happened under old one. They were reduced and one was maintained.

Goodell suspended them for player safety, but originally it was a salary cap issue.

and the new CBA had rules for offenses happening under the old CBA.

they were overturned by the appeals panel and then re-issued under different rulings distinguishing conduct detrimental from salary cap issues (which they didn't do a very good job of)
