I guess we don't, but that would be a huge conspiracy lead by the CIA, and I don't think Estes is bright enough to be an agent of Nazir.

I think the writers want us to wonder about him- Eileen's death, razor blade, failed polygraph, etc.

However, he has alibis for all of that stuff. He liked Eileen because the had similar childhoods. Saul did fail the graph about the blade but Saul passed it later after he calmed down.

Saul just don't seem to have a bad bone in his body. He's Carrie's surrogate father, takes the thinking man's approach, and obviously is sympathetic.
