I always send them out nine months, I haven't experimented too much with different settings. I usually just hit up England, Spain, and Germany first. Then Italy, Brazil, France/Portugal/Netherlands/Belgium, then usually Africa somewhere, Korea, and USA. I just rotate, making sure to hit up the "big" soccer countries. The thing is you will find good players everywhere. I have a Canadian CB thats a beast and found a RB in Cameroon that shows promise. I've also signed busts from Spain and England. You just never know for sure.
**To SFP: I usually sign the 5* scouts because the margin of error is lower immediately, and I love the idea of scouting. Just like recruiting/drafting in NCAA/Madden. It's what I like in these games. It can be too easy at times though, you're right about that.
I usually immediately sign anyone that has above 65-70 OVR at the top end and potential of 90+, if I have room then I sign 60-65 with 90+ potential. I usually take a wait and see approach after; knowing that I'm going to miss out on some. I pretty much never sign players that are less than 60 OVR, unless its a LB. I always make sure to clean out the youth academy too. If they fall below 88 potential I usually just release them knowing I can find better. The hardest players to find so far are LBs and CAMs. I have found 1 LB he is 90+ potential, but at 16 he is 54 OVR. I have found no CAMs with 90+ potential. Most are 60-67 OVR with 78-85 potential.

I have one CAM from Brazil with 88-94 potential. 68 ovr at 16

LB are always hard to find
i just typically buy CAMs and LBs
just search max age 18-20 and like a 70 min and you'll find future superstars. usually they're only $2.5-$4M also and like $10k/week for 5 years. keep the badasses and then sell the excess to infuse your budget with $
