I used to be an avid collector about 15 years ago or so, and at that time 'surface hunting' was legal.
Apparently TVA now considers them government property and will charge you with theft of government property if they think they can make a case. Now as long as you keep your mouth shut, there should be no problem.
But it does seem that one of the greatest hobbies/pastimes of many in the south is now illegal.
