Who Calls for Plays to Be Reviewed?

I recognize this is totally nitpicking a thoroughly dominant performance on each side of the ball, but....

Why didn't we challenge the incompletion thrown to Shepard in the endzone with 5 minutes left in the 2nd qtr? We were only up 17-3 at that point and had all 3 timeouts remaining. I'm not saying the refs made a mistake on the call, but it seemed like it was worth burning the 1st of 3 timeouts before halftime.

I know. I'm butthurt, have sand in my vagina, etc. Fire away, rantards!

Please spare us the imagery, but I mentioned this in a RS thread elsewhere. It seems that reviews are subject to the whimsy of whoever...

EVERY SINGLE PLAY in college football is reviewed.

It was NOT a TD. You have to control the ball through the entire act of making the catch. He lost it the moment he hit the ground.

To further answer the question: if the replay official decides not to stop play and formally review the play, a coach can challenge.
