His reinstatement was based solely on that presentation. The reason the NCAA does not perform their own investigation is to allow for a speedy ruling to determine eligibility.

Now, additional information has come to light that contradicts what was presented. Sort of like, 1st time shame on you, 2nd time shame on me....

Again, SC disagrees (see 2010). Had the NCAA relied on their (USC's) report, they would not have been put on probation and handed sanctions.
