Crackpot theory that I don't think has been mentioned yet:
What if Ned's mother, who is rarely if ever mentioned in the books, was from Skagos?
Couldn't that explain why Rickon chose to go there to seek protection?

I like that theory, because it is weird that she is never mentioned. My only problem is that Rickon would probably have no idea that his Grandmother is from there. Maybe Luwin told him and Osha to go there.

Rickon didn't choose to go there. Osha took him there. I think she may be from there, or at least spent time there and knows it's a good place to stay hidden and safe. She didn't trust any of the northern lords and she wasn't about to go beyond the wall.
